Westminster, from Whitehall to Maida Vale
Heathrow is about 17 miles from Westminster and takes around 36 minutes when the roads are clear, rising to about 52 minutes in the weekday rush. London City is a similar time east, at roughly 34 minutes, which makes both realistic for most trips.
The City of Westminster is London’s political, royal and commercial centre, and it covers far more than Parliament Square. It stretches from Pimlico and Victoria on the river, through St James’s, the West End and Marylebone, up to Paddington, Bayswater, Maida Vale and St John’s Wood. Around a quarter of a million people live here, and many more stay in its hotels.
We have separate guides for the busiest parts of the borough, including Mayfair, Soho, Covent Garden, Marylebone, Belgravia, St John’s Wood, Paddington and Victoria. This page covers the rest, and the things that apply across Westminster as a whole: the Congestion Charge, the security zones around government buildings, and the state and sporting events that close roads at short notice.
Heathrow or London City from Westminster?
For a long-haul flight, Heathrow; the question only arises for short trips to Europe. Heading west, the Embankment, the Cromwell Road and the M4 take you to Heathrow’s central terminals in about 36 minutes on a quiet road. Heading east, the Embankment, Upper Thames Street and the Limehouse Link reach London City in about 34 minutes.
The difference is in the rush. Both routes slow at the same times of day, but the eastbound run through the City suffers more on a weekday morning. For an early flight to Paris or Amsterdam, many Westminster travellers find Heathrow’s larger choice of departure times worth the slightly longer drive, while others prefer London City’s shorter walk from kerb to gate.
Where does the Congestion Charge apply in the borough?
Most of southern and central Westminster is inside the Congestion Charging Zone: Westminster itself, St James’s, Pimlico, Victoria, the West End and Marylebone south of the Marylebone Road. The northern and western parts, including Paddington, Bayswater, Maida Vale and St John’s Wood, are outside it; the Marylebone Road and the Edgware Road form part of the free boundary route.
For a pickup inside the zone between 07:00 and 18:00 on a weekday, or from midday to 18:00 at weekends and on bank holidays, the £18 daily charge applies and is already part of your quote. Leaving before seven on a weekday morning avoids it altogether.
How do security zones around Whitehall affect a pickup?
Streets around Downing Street, the Palace of Westminster and some government buildings have restricted access, vehicle barriers and places where stopping is not allowed at all. For an office or a hotel close to Whitehall or Millbank, tell us the building and the entrance, and the chauffeur will agree a meeting point on an open street nearby.
When Parliament is sitting, and on days with large demonstrations, Whitehall and Parliament Square can close with little warning. Our chauffeurs keep an eye on live closures and will message you if the planned pickup point changes.
Which events close roads in Westminster?
More than in any other borough. The London Marathon finishes on The Mall in April, Trooping the Colour and other ceremonial occasions close The Mall and Horse Guards, and the Remembrance Sunday service shuts Whitehall. Big concerts in Hyde Park close Park Lane’s side roads, and the New Year’s Eve fireworks close much of the riverside.
If your journey falls on one of these days, we will see it when you book and plan around the closures, often with an earlier pickup or a meeting point on the northern side of the route. For arrivals, the chauffeur takes the route home that avoids them.

How do pickups work in Pimlico, Bayswater and Maida Vale?
Pimlico’s stucco squares and terraces are one-way in a grid, with resident-only parking on almost every street; the chauffeur will pull in as close to your door as the kerb allows and come to you for the bags. Bayswater has many small hotels along its main roads, and the chauffeur will wait at the hotel entrance.
Maida Vale’s wide avenues and mansion blocks make pickups simple, but many blocks share one address with several entrances. Give us the block name and the entrance number, and the chauffeur will go straight to the right door.
What about Gatwick, Luton and Stansted?
Gatwick is about 30 miles south and takes around 69 minutes off-peak via Vauxhall, Brixton and the A23, or an hour and forty minutes in the evening rush. From Victoria, the Gatwick Express is often quicker for a single traveller with a small case. Luton is about 67 minutes via the Westway, the North Circular and the M1, and Stansted is the longest journey, at about an hour and a half.
Which guide covers my part of Westminster?
For the detail that a borough page cannot hold, such as mews pickups in Mayfair, stage-door collections in Covent Garden or Eurostar-style connections at Paddington, look at our guides to Mayfair, Soho, Covent Garden, Marylebone, Belgravia, St John’s Wood, Paddington and Victoria. Each gives its own drive times to every airport and the local points that make its pickups different.
