Heathrow to Westminster transfers
Heathrow to Westminster
From Heathrow to Westminster is about 17 miles, and the drive takes around 36 minutes on a clear road or a little over 50 minutes in the weekday rush. The last mile, around Parliament Square and Whitehall, is where planning matters most.
Westminster draws a particular kind of arriving passenger: officials and delegations with meetings in government buildings, lawyers and lobbyists heading for Parliament, and visitors staying in the hotels near Westminster Bridge and Victoria Street. Many have a fixed appointment and not much slack.
This guide explains the drive in from Heathrow, the security restrictions that shape where a car can stop near Parliament, how the Congestion Charge applies at this end, and the rail alternatives, which involve a change but can be quick at busy times.
This guide explains how a Heathrow to Westminster transfer works from start to finish: the road, the timing and when the alternatives make more sense.
How long should you allow?
For planning, allow about 40 minutes outside the rush and an hour between 07:30 and 09:30 on a weekday. Our route data puts the journey at about 36 minutes off-peak and 52 minutes at busy times, and the extra margin covers the slow final approach around Parliament Square, where traffic signals and closures add minutes that a map does not show.
If you have a meeting at a set time, land with at least two hours to spare for a long-haul arrival. Immigration at Heathrow can take anything from ten minutes to an hour, depending on the terminal and the time of day.
Which route does the chauffeur take?
Usually the M4, the Cromwell Road and Knightsbridge to Hyde Park Corner, then down Grosvenor Place towards Victoria and along Victoria Street or Birdcage Walk into Westminster. When the Cromwell Road is slow, the chauffeur may use the A4 through Hammersmith and follow the Embankment from Chelsea, arriving at Westminster along the river.
The Embankment route is often calmer at night and at weekends, and it gives a better approach to the hotels on the river.
Where can the car stop near Parliament and Whitehall?
Not everywhere. Parts of Whitehall, the approach to Downing Street and the streets around the Palace of Westminster have barriers, restricted stopping and occasional closures for security or demonstrations. The chauffeur will not be able to stop outside some buildings, even briefly.
Tell us the building and the entrance you need when you book. We will agree a set-down point on an open street nearby, such as a side road off Victoria Street or Millbank, and the chauffeur will tell you the walking route to the door. For delegations travelling in more than one car, we coordinate the arrival so everyone reaches the same point together.
Arriving on a Sunday or on a ceremonial day?
Westminster’s roads change on certain days in ways that can surprise visitors. Remembrance Sunday closes Whitehall and much of the area around it for the morning. Trooping the Colour and other ceremonial occasions close The Mall and Horse Guards, and big marches often route along Whitehall to Parliament Square on Saturdays.
We check the events calendar when you book. On those days, the chauffeur will approach your hotel or set-down point from the Victoria or Millbank side rather than from Trafalgar Square, and allow extra time. If your arrival coincides with a closure that makes your exact address unreachable for an hour or two, we will tell you in advance and suggest the nearest workable drop-off.

What about the hotels by Westminster Bridge?
The hotels in County Hall, across the river, and the ones on Victoria Street and around St James’s Park have entrances where a car can stop. The chauffeur will pull up at the right one and help with the bags. If your room is not ready on an early arrival, the hotel will hold your luggage.
Does the Congestion Charge apply?
Yes, during charging hours. Westminster is inside the zone, so an arrival between 07:00 and 18:00 on a weekday, or between 12:00 and 18:00 at weekends and on bank holidays, incurs the £18 daily charge. It is included in the fixed price when it applies.
Is the train a good alternative?
There is no direct train from Heathrow to Westminster, but two combinations work. The Elizabeth line to Bond Street and the Jubilee line two stops to Westminster is quick at busy times. The Heathrow Express to Paddington and the Circle or District line is another option. With light luggage, either is a reasonable choice.
With luggage, children or an early meeting that cannot be missed, the car is simpler: one vehicle from the terminal to a known set-down point, with no stairs or changes.
How does the chauffeur meet you at Heathrow?
The chauffeur tracks your flight and waits in the arrivals hall of your terminal, just beyond the exit from customs, with a name board. For official delegations, we can arrange a board with the organisation’s name rather than an individual’s, if that is preferred. The walk to the car, in the terminal car park, takes a few minutes.
And the journey back to Heathrow?
Leaving Westminster, allow about three hours before a long-haul flight on a weekday afternoon. The westbound Cromwell Road and the M4 are busiest from about 16:00. Heathrow’s £7 drop-off charge is part of the price, and the chauffeur sets you down at the departures kerb of your terminal.
